Standard land values for residential land by district
The table shows, for each district, how many standard land values for residential land the valuation committee publishes on the two reference dates, the value in the middle (median) and how it has changed. The median is the value with as many standard land values above it as below it. All amounts in euros per square metre of plot area.

In 2026, the medians range from €470 in Reinickendorf to €2,700 in Friedrichshain-Kreuzberg. An unchanged median does not mean that all values have stayed the same: in Lichtenberg, Mitte, Neukölln and Treptow-Köpenick the value in the middle stays where it was, although some of the values have fallen. The second table shows how many there were in each district.
Value by value: risen, unchanged, fallen
In both years, almost all standard land values have the same number. A 2026 value can therefore be compared with its previous year's value if the number, type of use, floor area ratio (Geschossflächenzahl), district and additional marking (Zusatz) match. This applies to 808 of the 812 residential values. The last column shows by what percentage these values have changed on average.
| District | Comparable values | Risen | Unchanged | Fallen | Average change per value, per cent |
|---|---|---|---|---|---|
| Charlottenburg-Wilmersdorf | 55 | 0 (0%) | 26 (47%) | 29 (53%) | -2.9 |
| Friedrichshain-Kreuzberg | 21 | 0 (0%) | 21 (100%) | 0 (0%) | 0.0 |

| Treptow-Köpenick | 111 | 0 (0%) | 56 (50%) | 55 (50%) | -2.3 |
| Berlin | 808 | 0 (0%) | 374 (46%) | 434 (54%) | -2.7 |
Shares are rounded, so they do not always add up to 100. Comparable means: the same standard land value number, type of use, floor area ratio, district and additional marking in both years.
The dividing line follows building density. All 430 values with a value-relevant floor area ratio (GFZ) of up to 0.6 have fallen, as have four out of five values without a GFZ. All 373 values from GFZ 0.7 upwards remained unchanged. The individual decreases range from 3.2 to 9.1 per cent. This matches the announcement of the valuation committee of 31 July 2026: standard land values for the individual housing submarket lowered by 5 per cent across Berlin, unchanged level for building land for multi-storey residential construction.
How we calculated
The basis is the complete datasets of standard land values as of 1 January 2025 (1,619 values) and as of 1 January 2026 (1,623 values), which Geoportal Berlin provides via an official map service (WFS). We retrieved both in full on 11/10/2026. Each record states the standard land value number, district, type of use, floor area ratio, reference date and the standard land value in euros per square metre.
We only analysed values for residential land, i.e. type of use W (residential area) and W-EFH (residential land for one- and two-family houses): 812 values for 2025 and 812 for 2026. Not included are commercial land, special-use areas, community facilities, agriculture and forestry, and other areas such as allotment gardens. We left out core and mixed areas (M1, M2) because residential, office and retail uses come together there. For comparison: of 83 comparable values in core and mixed areas, 35 have fallen and 48 remained unchanged; none has risen.
Every standard land value with its own number is counted. In 26 zones, the valuation committee publishes two residential values for different building densities; both are included. The values are not weighted by area: a small zone counts as much as a large one. We took the district from the dataset; no assignment via maps was needed.
Also included are 23 values in redevelopment areas and development areas (2025: 24). The valuation committee labels them with an additional marking because it determines them under special rules: without the effect of the redevelopment or development (SU, EU) or according to the state of reorganisation (N). They are residential values for these zones and therefore remain in the analysis. Without them, the Berlin median would be €620 for 2025 and €600 for 2026, i.e. minus 3.2 per cent.
Four values that exist only in 2026 and four that existed only in 2025 are missing from the value-by-value comparison. For 16 of the comparable values, the zone area changed by more than one per cent; they remain in the comparison because the number and characteristics are the same. Percentages are rounded to one decimal place, shares to whole per cent.
What standard land values are and are not
Standard land values are average location values for land, per square metre of plot area. The valuation committee determines them under § 196 BauGB (Federal Building Code) from its purchase price collection, in Berlin every year as of 1 January, for zones with largely the same characteristics. In built-up areas, the value is the one that would result if the land were undeveloped (§ 196 para. 1 BauGB).
A standard land value is not a purchase price. It does not include a building and therefore says nothing on its own about what a house or flat costs. According to the valuation committee's explanatory notes, it does not take into account the particular features of an individual plot, such as shape, size or soil conditions, and the zone boundaries do not as a rule follow plot boundaries exactly. A median across many zones is even coarser: it shows the direction but is not suitable for comparing individual locations. How to look up and read the value for your zone in BORIS Berlin is explained in the guide Standard land value in Berlin.
Note. This page is a statistical analysis of the official standard land values. It contains no forecast and no statement about the price of individual properties; our assessments are not market value reports (Verkehrswertgutachten). The value in BORIS Berlin is authoritative for a zone.
