Property valuation in Berlin: free and with the workings
The initial assessment from BBI is free of charge and not tied to any instruction. After the viewing you receive a price range and the calculation behind it. We base it on purchase contracts that were actually signed before a notary in your street and the surrounding area. On top of that come the standard land value (Bodenrichtwert), the condition and whether the property is let. It is not a report on the Verkehrswert, i.e. the market value under § 194 BauGB (German Federal Building Code).

What the free initial assessment does and does not do
The market value (Verkehrswert) is the price an ordinary buyer would pay on a given day. The law defines it more precisely in § 194 BauGB (German Federal Building Code): it is the price that could be obtained on the reference date in the ordinary course of business, taking into account the legal circumstances, the actual characteristics and the location, and disregarding unusual or personal circumstances.
How it is determined is governed by the Real Estate Valuation Ordinance (Immobilienwertermittlungsverordnung, ImmoWertV), which names three methods in § 6. The comparative value asks what similar properties have recently sold for. The income value asks what the rent brings in. The asset value asks what the land and building would cost today, with a deduction for the age of the building.
We work with the same factors: comparable prices, the standard land value and, for let properties, the income. That does not turn it into an expert report. Our assessment is meant to make it easier for you to decide whether to sell and at what price.

What it does not do
- It is not a report on the market value (Verkehrswert).
- If you want to prove a lower value to the tax office, § 198 BewG (German Valuation Act) generally requires an expert report. It must come from the valuation committee (Gutachterausschuss) or from an officially appointed or certified expert. A recent purchase price also counts. An estate agent's assessment does not.
- It is not a price guarantee. What a buyer ultimately pays depends on the property, the location and the state of the market.

Market value report
Such a report is written by qualified valuation experts, or by the Berlin valuation committee (Gutachterausschuss für Grundstückswerte in Berlin), from which owners can request one (§ 193 BauGB). Ask the body preparing it about the cost beforehand. We can put you in touch with valuation experts.

What determines the value
What goes into the valuation
Location
It is not the district that decides, but the street, the side of the building and the floor. A flat facing directly onto a noisy main road is valued differently from one of the same size in a side street.
Standard land value (Bodenrichtwert)
The average value of the land in a location. The official valuation committee (Gutachterausschuss) determines it from all the purchase contracts it collects (§ 196 BauGB). Even for built-on plots it calculates as if the land were vacant. You can look it up free of charge in BORIS Berlin; the most recent reference date is 1 January 2026.
Condition
Bathroom, heating, pipework, windows: evidence of modernisation with the year makes the difference. Then there is the lift, the layout and the orientation.
Energy performance certificate
If a certificate exists, its key figures must already appear in the listing (§ 87 GModG, Building Modernisation Act). Prospective buyers must be shown it at the latest at the viewing (§ 80 para. 4 GModG). We do not need it for the initial assessment. More in the guide Energy performance certificate in the listing.
Letting
Whoever buys takes over the existing tenancy agreement (§ 566 BGB, German Civil Code, headed “sale does not break a lease” in the statute). An owner-occupier and an investor will therefore value the same flat differently. For let properties we also factor in the rent coming in. More in the guide Selling a let flat.
Documents and owners' association
For owner-occupied flats, what counts is the declaration of division (Teilungserklärung), the reserves put aside, the owners' resolutions and any upcoming refurbishment of the building.

What does a property valuation from BBI cost?
Nothing. The initial estimate via the form and the detailed estimate after the on-site appointment are free of charge and not tied to any instruction. A commission is only earned if you instruct us to sell and a purchase contract is concluded. An expert report by a qualified valuer is not part of our service.
Is the free valuation a market value report (Verkehrswertgutachten)?
No. Our assessment is based on purchase contracts that were actually signed before a notary in the neighbourhood. On top of that come the standard land value (Bodenrichtwert), the condition and whether the property is let. Even so, it is not a report on the market value under § 194 BauGB (German Federal Building Code). It helps you decide on the sale and the asking price, but it does not replace evidence for the tax office or a court.
When do I need a market value report?
When an authority asks for reliable evidence. If an heir or the recipient of a gift wants to prove a lower value to the tax office, § 198 BewG (German Valuation Act) generally requires an expert report. It must come from the valuation committee (Gutachterausschuss) or from an officially appointed or certified person. A recent purchase price also counts. In a dispute between co-owners there is also a strong case for a neutral expert report.
How accurate is a valuation without a viewing?
It gives a direction, not a reliable figure. Three details in the form capture neither the bathroom from 1994 nor the side wing, nor an upcoming refurbishment by the owners' association. That is why we can only substantiate the value after the viewing, with comparable sales. Two flats in the same building can differ considerably in price.
Where can I find the standard land value for my plot in Berlin?
Free of charge in BORIS Berlin, the standard land value information system of the Berlin valuation committee (Gutachterausschuss für Grundstückswerte in Berlin). The most recent reference date is 1 January 2026. The standard land value (Bodenrichtwert) is determined as if the land were undeveloped (§ 196 BauGB, German Federal Building Code). For a flat or a built-on plot it is therefore only one component of the price.
